Legislative/Political Education Committee (LPEC)

PASR Rally at State CapitolWhen you were employed, the annual dues you paid to your union provided the cost of your legislative representation and lobbying. These dues amounts ranged up to several hundred dollars. In retirement, this is no longer true. Unfortunately, the annual dues charged by PASR is not enough to support all of our legislative efforts. We are doing more with less. Many of the more senior members of our organization would not be able to afford a significant increase in our dues. L/PEC was created for those who could afford to contribute more, to help PASR establish a strong and effective legislative voice for all school retirees.

What is this money used for? To provide the information and support our legislative volunteers and members need to promote issues of concern to
all school retirees with their legislators. Working together as a united force, we are continuing what we started, the “Our Funds for Our Needs” campaign. We believe the contributions paid and earned by retirees, and all the investment earnings generated from those monies should only be used for retiree benefits. Pennsylvania’s taxpayers should not be required to pay for our needed cost of living adjustments and other benefit improvements in retirement!

Your contribution to L/PEC enables PASR volunteers and members to effectively advocate for benefit improvements and fight to protect the benefits they are currently receiving. Just ask the retirees from the Rockwood School District in Somerset County. Who came to their aid when union and school district officials cut back their health benefits? Who called upon the Auditor General to audit the Retirement Systems when allegations of impropriety first surfaced? PASR was able to do these things because of the support its members provided to L/PEC.

What is done with L/PEC’s money?

  • PASR Members Holding SignsConduct orientation and training seminars for the more than 1,000 volunteers serving in our Legislative Contact System.
  • Pay the expenses of producing and mailing information to keep volunteers and members informed on what is happening in Harrisburg.
  • Promote establishment of positive relationships with legislators by educating them on the issues, attending their caucus events in Harrisburg, and sponsoring “meet your legislator” events in their districts.
  • Interview candidates for public office and publicize their positions on issues of concern to all school retirees.
  • Compile and publicize the voting records of officials serving in Harrisburg on issues of concern to retirees.
  • Conduct voter registration drives and help school retirees get to the polls on election day.
 

How much is needed?

The costs associated with training our 1,000 plus volunteers and providing the information that all 38,000 plus members need is enormous. We need to accumulate reserves essential to enable PASR to act with whatever means are necessary.
Just a few examples of the expenses of a successful campaign in the past include:
  • $50,000 for the education and continued communication between the state association and volunteers operating at the local level.
  • $75,000 for the April 30 Rally on the steps of the Capitol with 8,000 retirees in attendance.
  • $100,000 for informational mailings to members and other school retirees.
  • $125,000 to promote the election of “Champions for Change” to the Legislature.

PASR will commit time and resources to provide whatever support is requested by the proponents to help secure passage of appropriate bills addressing these issues during the current session.
