PASR Resolutions Report - as adopted at the 2007 PASR Convention


 

1.          Resolution To The Legislative Committee And Members Of PASR – 2007/2008 Legislative Agenda
 
Be It Resolved:
that the leaders within the organization be commended for providing the opportunity for all members to provide their input and we thank the more than 10,000 members that participated in establishing PASR’s Legislative Agenda, and
 
Be It Further Resolved: that we encourage all members to continue their support of the individuals volunteering in PASR's Legislative Contact System as they work to design, introduce, and promote passage of bills to address all the items defined in PASR's 2007/08 Legislative Agenda, and
 
Be It Further Resolved:  that we commend the PASR Board of Directors for focusing the association’s efforts primarily on acquiring a Cost-of-Living Adjustment and encourage all members to remain united in calling for changes in the way retiree benefit increases are funded, under the slogan “Our Funds for Our Needs”, so that all of the issues on the Legislative Agenda can be addressed.



 2.          Resolution To The PSERS Board Of Trustees – Fiduciary Responsibility
 
Be It Resolved,
that we commend the PSERS Board of Trustees for taking these positive steps on behalf of the members of the System and urge them to continue their vigilance in their administration of the Fund and care for its participants.

 3.         Resolution To The Active Unions, Local School Boards, PSERS Board Of Trustees And Public School Retirees
 
Be It Resolved:
we urge the organizations representing school employees and the local school boards across Pennsylvania to honor the provisions of the contracts under which our members retired, and
 
Be It Further Resolved: that we urge the PSERS Board of Trustees to create a qualifying event when a public school retiree’s insurance premium with a district exceeds a certain level above the PSERS provided Health Options Program (HOP), allowing the retiree into the HOP, and
 
Be It Further Resolved: that we commend PASR for its continued involvement on behalf of the Rockwood school retirees and urge all retirees to remain vigilant in monitoring contract negotiations to ensure that their rights are not bargained away.

 4.         Resolution To The General Assembly – COLA Funding
 
Be It Resolved:
 that we urge the General Assembly to develop and pass and for the Governor to approve a reliable and adequate funding mechanism for all future COLAs for PSERS annuitants.

 5.         Resolution To The Legislature And The Governor Of The Commonwealth Of Pennsylvania – Cost Of Living Adjustments
 
Be It Resolved: 
that we urge the members of the General Assembly and the Governor of the Commonwealth to pass immediately PASR’s legislative proposal to fix the funding problems and address the most critical needs of Pennsylvania’s public school retirees with the passage of a COLA before the end of this calendar year.

 6.         Resolution To PASR Chapters – Promoting Membership
 
Be It Resolved:
that we urge chapters to continue coming to the aid of the state association by acquiring the names and addresses of new retirees, providing this information to PASR Headquarters, and increasing local efforts to recruit new state members, and
 
Be It Further Resolved: that we urge chapters to continue efforts to reduce any disparity that exists in membership between the state and local levels in order to provide all members the opportunity to engage in activities and benefit from the programs and services provided by PASR at all levels. 

 7.         Resolution To Members Of PSEA And PSEA--Retired – Retiree Unity
 
Be It Resolved:
that we commend the leaders of the PSEA and the PSEA-Retired for the positive steps that they have taken to bring our organizations together on issues of common interest to the active and retired public school employees of Pennsylvania.

 8.         Resolution To PASR Chapter, Region, And State Organizations – Communications
 
Be It Resolved:
that we encourage all chapters to send members representing each committee to attend the region meetings in their area as it represents the most effective means of providing two way communications of the activities throughout the entire association.

 9.         Resolution To Region 3 Of PASR – Board Of Directors Terms Of Office
 
Be It Resolved:
that the Resolutions Committee commends Region 3 for presenting the preceding by-laws amendment for consideration by the PASR House of Delegates.

 10.       Resolution To The Pennsylvania Legislature – Retiree Information
 
Be It Resolved:
that we urge the Pennsylvania General Assembly to act quickly and amend the Retirement Code to require that PSERS continue providing information to PASR and all other non-profit, voluntary membership organizations whose sole purpose is to promote the interests and serve the needs of PSERS members.

 11.       Resolution To The Members Of PASR – Support For Public Education
 
Be It Resolved:
that we urge the members of PASR to continue to remember the importance of public education to this Commonwealth and encourage them to involve themselves with the volunteer opportunities that are provided through the organization and in all other available aspects of the public education system;
 
Be It Further Resolved: that we encourage the volunteers of PASR to inquire if they have liability insurance through the school district when volunteering in the school system and to encourage districts to provide this insurance coverage if it does not already do so.

 12.       Resolution To The PASR Board Of Directors – Director-Elects At The Annual Convention
 
Be It Resolved:
that the PASR Board of Directors be requested to continue to reexamine this area of concern and if it appears to become an issue to direct the By-Laws Committee to consider having the State cover the out of pocket expenses for the Director-Elects to enable their attendance at the Convention as a “Delegate at Large” without suffering personal financial loss.

 13.       Resolution To The Pennsylvania Legislature – Pennsylvania Higher Education Assistance Agency (PHEAA)
 
Be It Resolved,
the state legislature is responsible for funding PHEAA and all its activities, we urge the members of the General Assembly and its various oversight committees prohibit unnecessary expenses to these vital funds to maintain the fiscal integrity of the program.
 
 14.       Resolution To The PASR Board Of Directors--Political Action Activities
 
Be It Resolved:
if the Legislature fails to address these concerns by the end of this year, the PASR Board of Directors give serious consideration to once again suspending its policies prohibiting the bi-partisan endorsement of political candidates.

 15.       Resolution To The Pennsylvania AARP State Executive Council
 
Be It Resolved:
that we commend the AARP Executive Council for its efforts on our behalf and willingness to work together towards common goals and pledge to work with AARP on issues in which we mutually support.

 16.       Resolution To PASR Volunteers And Staff
 
Be It Resolved,
that we commend all of these individuals and their spouses who are volunteering their time and contributing service to the members of this association, and 
 
Be It Further Resolved: that we commend the association's employed staff--consisting of the Executive Director, Director of Administration, Director of Communications, Executive Assistant, Administrative Assistant, Membership Secretaries, Membership Clerk, Office Bookkeeper, and Governmental Consultants--for the tremendous support and assistance they provide to the association's volunteers and its individual members.
